Tackle Football Team Formation Policy
Purpose
The purpose of this policy is to establish a fair, transparent, and consistent process for forming teams within each division of WAYS Football.
WAYS Football is committed to creating a positive youth sports experience through player development, team continuity, family involvement, and competitive play.
League Divisions
WAYS Football organizes tackle football participants into age-based divisions.
Peewee Division
- First Grade
- Second Grade
Junior Division
- Third Grade
- Fourth Grade
Youth Division
- Fifth Grade
- Sixth Grade
Team Formation Authority
The President of Football shall oversee all team formation activities.
The President of Football may appoint a Team Formation Committee to assist with Player Demonstration Day activities, roster development, Supplemental Draft administration, and team assignments.
The Team Formation Committee shall administer this policy in a manner that supports the core objectives of WAYS Football, including:
- Team continuity
- Player development
- Coach-player relationships
- Family involvement
- Competitive balance
- Participant safety
- Effective league operations
The team formation process shall be conducted consistently across all divisions and in accordance with the procedures outlined in this policy.
When circumstances arise that are not specifically addressed by this policy, the President of Football may make decisions necessary to administer the team formation process in a fair, consistent, and transparent manner.
Exceptions to this policy should be limited to circumstances involving:
- Participant safety
- Significant roster imbalances
- Division viability
- Registration irregularities
- Operational requirements
- Other extraordinary circumstances affecting the league
All team formation decisions shall be made in the best interests of WAYS Football and its participants.
The President of Football shall have final authority regarding interpretation and administration of this policy.
Team Formation by Division
Team formation shall occur independently within each division.
Returning teams, roster sizes, Player Demonstration Day activities, Supplemental Draft procedures, and roster assignments shall be conducted separately for:
- Peewee Division
- Junior Division
- Youth Division
Player assignments in one division shall have no impact on team formation decisions in another division.
Each division may have a different number of teams based upon:
- Registration totals
- Available approved Head Coaches
- Available practice facilities
- Available game field capacity
- League operational needs
The league shall determine the appropriate number of teams within each division on an annual basis.
Team Formation Philosophy
WAYS Football believes that team continuity provides significant benefits to players, families, and coaches.
Whenever practical, WAYS Football will prioritize maintaining existing teams from season to season in order to:
- Preserve established player relationships
- Encourage long-term team development
- Strengthen coach-player relationships
- Strengthen family involvement and volunteer participation
- Create a positive and stable youth sports experience
The league recognizes that long-term team continuity contributes to player retention, community engagement, and overall participant satisfaction.
Accordingly, returning teams may be carried forward from one season to the next when sufficient player registration and coaching staff exist to support the team.
Competitive balance shall remain an important decision-making criterion during the team formation process.
When establishing teams, WFL will consider factors including:
- Team continuity
- Player retention
- Coach-player relationships
- Roster sizes
- Division alignment
- Overall competitive balance
The league recognizes that maintaining existing teams and preserving established player and coach relationships often contributes positively to the youth sports experience. Accordingly, WAYS Football may choose to prioritize team continuity when doing so is determined to be in the best interests of participants and the league as a whole.
Determining Number of Teams
The number of teams within each division shall be determined annually based on:
- Total player registrations
- Available approved Head Coaches
- Available practice facilities
- Available game field capacity
- League operational needs
The league may adjust team sizes and team counts as necessary to best serve participants.
Coach Selection Prior to Team Formation
Head Coaches shall be selected and approved in accordance with the WAYS Football Coach Selection Policy prior to team formation activities.
Only approved Head Coaches may participate in Player Demonstration Day activities and the Supplemental Draft.
Returning Teams
WAYS Football will make reasonable efforts to carry existing teams forward from season to season.
Returning players will generally remain assigned to their previous season's team unless:
- A parent requests reassignment
- The player changes divisions
- The team is dissolved
- The Head Coach is no longer approved by the league
- Operational needs require reassignment
When a team continues from one season to the next, returning players shall generally remain together as a team.
Newly registered players shall be assigned in accordance with the Supplemental Draft process described below.
Advancement Between Divisions
Players advancing from one division to the next shall be evaluated as part of the annual team formation process.
Wylie Football League recognizes the value of preserving established coach-player relationships and team continuity whenever practical.
Accordingly, when a returning team advances from one division to the next and the approved Head Coach also advances to that division, the league may maintain team continuity by allowing returning players to remain together as a team.
Examples include:
- A Peewee team advancing to the Junior Division with the same approved Head Coach.
- A Junior team advancing to the Youth Division with the same approved Head Coach.
When team continuity is maintained, returning players may remain assigned to that team and shall not participate in the Supplemental Draft.
Coach Advancement Requirement
If a team advances to the next division and the approved Head Coach does not advance with the team, the players from that team shall generally enter the Supplemental Draft pool for the new division.
Examples include:
- The Head Coach elects not to coach the following season.
- The Head Coach remains in a younger division.
- The Head Coach is not approved through the Coach Selection Process.
- The Head Coach is assigned to another team or division.
In such cases, advancing players shall be considered unassigned players and shall be eligible for selection through the Supplemental Draft process.
Player Demonstration Day and Supplemental Draft
When a division contains returning teams and newly registered players, WAYS Football may conduct a Player Demonstration Day and Supplemental Draft to assign new players.
The purpose of the Supplemental Draft is to:
- Preserve team continuity
- Support competitive balance
- Provide coaches an opportunity to evaluate new players
- Create equitable roster sizes across the division
Player Demonstration Day
Newly registered players may be invited to participate in a Player Demonstration Day prior to team formation.
Activities may include:
- Speed and agility drills
- Football fundamentals
- Position-specific drills
- Athletic evaluations
- Coach observations
The Player Demonstration Day is intended solely to assist coaches and league officials in evaluating new players for team assignment purposes.
Supplemental Draft Eligibility
The Supplemental Draft shall apply only to:
- Newly registered players
- Players not currently assigned to a returning team
- Players advancing divisions without an approved Head Coach advancing with them
- Other players deemed eligible under this policy
Returning players assigned to continuing teams shall not participate in the Supplemental Draft.
Roster Equalization Phase
Prior to conducting the Supplemental Draft, roster sizes shall be reviewed.
Teams with fewer returning players shall receive priority draft selections until all teams within the division reach equal roster sizes whenever practical.
Example:
- Team A returns with 15 players
- Team B returns with 10 players
- 15 new players register
Team B would receive the first five selections in order to increase its roster from 10 players to 15 players.
Once roster sizes have been equalized, the Supplemental Draft shall proceed.
Supplemental Draft Phase
After roster equalization has been completed, remaining players shall be selected through a Supplemental Draft.
Draft order shall be established and communicated by the league prior to the Supplemental Draft.
The league may utilize:
- Serpentine draft order
- Standard draft order
- Randomized draft order
- Other league-approved methods
Coach Conduct During Team Formation
Players belong to Wylie Football League, not to individual coaches or teams.
The team formation process is intended to be fair, transparent, and focused on the best interests of all Wylie Football League participants.
Accordingly, coaches shall not:
- Reserve or pre-select players participating in the Supplemental Draft process.
- Promise roster positions to prospective players or families.
- Recruit players prior to the Supplemental Draft.
- Attempt to influence player assignments outside of the approved team formation process.
- Coordinate draft selections with other coaches for the purpose of creating competitive advantages.
- Encourage or pressure players or families to manipulate team assignments.
- Attempt to persuade, recruit, influence, or coerce a player or family to leave an existing team for the purpose of joining another team and creating a competitive advantage.
Wylie Football League recognizes that families may independently request reassignment for personal reasons. However, coaches shall not initiate, encourage, or facilitate player movement between teams for competitive purposes.
Violations of this policy may result in disciplinary action, including:
- Verbal warning
- Written warning
- Loss of draft privileges
- Suspension
- Removal from coaching eligibility
Reported violations shall be reviewed in accordance with league disciplinary procedures.
New Team Formation
When registration growth creates the need for additional teams within a division, Wylie Football may establish new teams.
The league shall determine the process used to populate newly created teams, taking into consideration:
- Existing roster sizes
- Competitive balance
- Available coaches
- Player development opportunities
- Overall league needs
New teams may receive priority access to unassigned players when necessary to establish viable roster sizes.
Sibling Placement
Siblings participating within the same division shall be placed on the same team whenever reasonably possible.
The league reserves the right to make exceptions when necessary to address operational needs or maintain roster balance.
Friend Requests
WAYS Football recognizes that participants may request placement with friends.
Friend requests are not guaranteed but may be considered when doing so does not negatively impact team formation objectives.
Late Registrations
Players registering after team formation may be assigned to teams based upon:
- Current roster sizes
- Competitive balance
- Team needs
- Operational considerations
Late registrations may not be assigned through the standard Supplemental Draft process.
Roster Adjustments
The league may approve roster adjustments when necessary to address:
- Player withdrawals
- Injuries
- Registration changes
- Competitive balance concerns
- Operational needs
Roster adjustments should be minimized once the season begins.
